When bureaucrats create a one size fits all, they really create a size that fits no one. I have dealt with this in government, in higher education, and large corporations.
As Chris Fussell wisely stated, “In any bureaucracy, there’s a natural tendency to let the system become an excuse for inaction.” Now, these folks have nothing to do, and all day to do it in!
